Walpack Township Committee Meeting Minutes:

November 30, 2010

The meeting of the Walpack Township Committee was called to order at 8 p.m. by Mayor Fuller who stated this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.

Present were: Committeeman Maglio, Committeeman Heigis, and Mayor Fuller

Also in attendance: Michelle LaStarza, Virginia Fuller

Committeeman Heigis made a motion to approve the October 26, 2010 minutes seconded by Committeeman Maglio and unanimously carried.

Committeeman Maglio made a motion to approve the vouchers for payment seconded by Committeeman Heigis and unanimously carried. The following bills were approved for payment:

The committee reviewed the annual meeting dates for 2011. The reorganization meeting will be held Tuesday, January 4, 2011 at 8 p.m. The dates will be advertised in the New Jersey Herald.

The clerk informed the committee that there was an issue with the Sandyston Township Volunteer Fire Department Agreement. The Township Attorney recommends the Sandyston Township Committee also be included on the agreement because the fire department is a branch of municipal government. The clerk is revising the agreement to include Sandyston Township. The agreement will be reviewed by the township attorney.

Mayor Fuller read the following resolution into the record:

TRANSFER RESOLUTION

WHEREAS, N.J.S.A. 40A:4-58 permits appropriation transfers to be made during the last two months of the fiscal year, and

WHEREAS, it is necessary to transfer appropriations between line items presently located in the Current Fund Budget;

NOW, THEREFORE, BE IT RESOLVED, by the governing body of the Township of Walpack, County of Sussex, State of New Jersey that the following transfers be made.

Mayor Fuller made a motion to approve the resolution seconded by Committeeman Maglio and unanimously carried.

Mayor Fuller stated the Construction Official needed to hire plumbing inspector William O’Connor. It was agreed $30 per inspection would be the salary. Mayor Fuller read the following resolution into the record:

WALPACK TOWNSHIP RESOLUTION

WHEREAS, the Township of Walpack is in need of a Plumbing Inspector beginning December 1, 2010; and

WHEREAS, said Official shall be authorized to administer and enforce the Uniform Construction Code of the State of New Jersey; and

WHEREAS, said Official shall receive a salary of $30 per inspection; and

NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Walpack, County of Sussex, State of New Jersey, that William O’Connor be appointed and designated Plumbing Inspector for Walpack Township beginning December 1, 2010.

As per recommendation by the Township Attorney, Mayor Fuller read the Revised Copy Fee Ordinance into the record:

 

TOWNSHIP OF WALPACK
AN ORDINANCE
AMENDING THE GENERAL ORDINANCES
OF THE TOWNSHIP OF WALPACK
CONCERNING PHOTOCOPY AND CERTIFIED COPY FEES

ORDINANCE 2010-03


WHEREAS, the Walpack Township Committee desires to amend the General Ordinances of the Township with regard to certain copying fees.

NOW, THEREFORE, BE IT ORDAINED by the Township Committee of the Township of Walpack as follows:

Section 1.     Fees charged for the following copies shall be as follows:

a. Photocopy Fees Legal Size Sheet $0.07 per page 

b. Photocopy Fees Letter Size Sheet .05 per page


Section 2.     Severability.   If any provision of this ordinance or the application of this ordinance to any person or circumstances is held invalid, the remainder of this ordinance shall not be affected and shall remain in full force and effect. 

Section 3.     Repealer.   All ordinances or parts of ordinances or resolutions inconsistent or in opposition to the provisions of this Ordinance are hereby repealed in their entirety. 

Section 4.     Effective Date.   This ordinance shall take effect after publication and passage according to law.

Committeeman Maglio made a motion to approve the introduction of the Revised Fee Ordinance seconded by Committeeman Heigis and unanimously carried. The ordinance will be advertised and have a public hearing at the next regularly scheduled meeting to be held on December 28, 2010. 

The committee reviewed the correspondence.

There being no further business to discuss and no one in attendance, Mayor Fuller made a motion to adjourn seconded by Committeeman Maglio. The meeting was adjourned at 8:24 p.m.
