Walpack Township Committee Meeting Minutes:

August 30, 2011

The meeting of the Walpack Township Committee was called to order at 8 p.m. by Mayor Maglio who stated this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.

Present were: Committeeman Heigis, Committeeman Pagano, and Mayor Maglio

Also in attendance: Virginia Fuller, Michelle LaStarza

Committeeman Heigis made a motion to approve the minutes of the May 31, 2011 meeting seconded by Committeeman Pagano and unanimously carried.

Committeeman Heigis made a motion to approve the vouchers for payment seconded by Committeeman Pagano and unanimously carried. The following bills were approved for payment:

The clerk has been in contact with the Sheriffs Department regarding the painting of the municipal building that is scheduled to begin around September 13, 2011. The committee discussed painting the attached garage. After a brief discussion, the committee agreed to seek quotes for removal of the garage as it is in poor condition. The clerk will check with the engineer as to bid specifications. Safety Scaffolding submitted a quote for the repainting of the municipal building in the amount of $500. Mayor Maglio made a motion to approve the quote seconded by Committeeman Heigis and unanimously carried. Mayor Maglio then signed the proposal.

Michelle LaStarza submitted the Corrective Action Plan regarding the recent audit. Committeeman Pagano made a motion to approve the plan seconded by Committeeman Heigis and unanimously carried.

The committee reviewed the Best Practices Worksheets provided by Ms. LaStarza. There were 50 questions on the survey. It was determined from the answers to be submitted, there would be no cut in state aid. Ms. LaStarza will forward the finalized version to the State. 

Website Designer, Christine Ramberger, submitted a proposal for a possible website. The new website has a one time design fee, hosting fee, and domain registration for $364.05. Yearly maintenance would be $210 a year. The committee requested additional information and suggested contacting other municipalities regarding their website services. The clerk will do so.

The clerk stated she contacted the Hampton Township Administrator regarding possible shared services for the tax assessor position. The administrator stated Hampton Township would be undergoing a revaluation and their assessor would be extremely busy. Committeeman Heigis stated he met with a candidate that he would recommend the committee hire to replace the retiring assessor. A resolution will be prepared for the next meeting.

Committeeman Pagano stated he contacted Superintendent Donahue, National Park Service, regarding some issues within the park. The committee agreed there is a need for maintenance on 615 regarding potholes, paving, and mowing of brush. Committeeman Pagano will remain in contact with the Superintendent and keep the committee updated as information becomes available.

An ordinance titled The Flood Damage Prevention and Control was introduced for second reading by Mayor Maglio. Mayor Maglio made a motion to open the floor to the public seconded by Committeeman Pagano. There being no comment from the floor, Committeeman Pagano made a motion to close the hearing seconded by Committeeman Heigis. Mayor Maglio made a motion to adopt the ordinance seconded by Committeeman Heigis and unanimously carried. A roll call vote followed: Ayes: Maglio, Heigis, Pagano Nays: 0 Absent: 0 Abstain: 0

The committee reviewed the correspondence.

There being no one in attendance and no further business to discuss, Committeeman Heigis made a motion to adjourn seconded by Committeeman Pagano. The meeting was adjourned at 9:21 p.m.
