Walpack Township Committee Meeting Minutes:
January 31, 2012
The meeting was called to order at 8 p.m. by Mayor Maglio who stated this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.
Present were: Committeeman Heigis and Mayor Maglio
Absent: Committeeman Pagano
Also in attendance: Michelle LaStarza
The minutes of the January 3, 2012 reorganization meeting and the December 27, 2011 meeting were presented for approval. Mayor Maglio made a motion to approve the minutes seconded by Committeeman Heigis.
The committee reviewed the treasurer’s report. Mayor Maglio made a motion to approve the report seconded by Committeeman Heigis. Mayor Maglio made a motion to approve the vouchers for payment seconded by Committeeman Heigis. The following bills were approved for payment:

The committee reviewed the annual contract for Ferraioli, Wielkotz, Cerullo & Cuva. This year’s agreement is in the amount of $10,960. Mayor Maglio made a motion to approve the agreement seconded by Committeeman Heigis.
The clerk will contact the Blairstown Rescue Squad to determine if there is an agreement for services.
The clerk will contact three companies for quotes for removing an underground tank located and abandoned barrels on the municipal building property.
Mayor Maglio made a motion to approve the Firefighting Agreement in the amount of $2,500 with Sandyston Township Volunteer Fire Department seconded by Committeeman Heigis. Mayor Maglio signed the agreement.
Committeeman Russ Pagano was named representative to the Sussex Waste Advisory Council representing Walpack Township. The clerk will forward all his contact information to the county. All agreed it is essential to represent the township.
Mayor Maglio made a motion to approve the Public Works Manager Exemption Resolution, seconded by Committeeman Heigis. Mayor Maglio read the following resolution into the record:
Walpack Township Resolution
WHEREAS, N.J.S.A. 40A:9-154.6g.d. requires that every municipality in New Jersey appoint a Principal Public Works Managers; and
BE IT RESOLVED, by the Township Committee of the Township of Walpack that an exemption be provided on the township’s behalf due to no public works activity occurs in the township; and
BE IT FURTHER RESOLVED, that the Township Committee of the Township of Walpack respectfully requests an exemption from the appointment of Public Works Manager.

Ordinance 2012-01 An Ordinance Fixing the Salaries of Officers and Employees of the Township of Walpack was read by Mayor Maglio. Mayor Maglio made a motion to approve the introduction of the ordinance seconded by Committeeman Heigis. The ordinance will be advertised and have a public hearing at the next monthly meeting to be held February 28, 2012.

ORDINANCE FIXING THE SALARIES OF OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF WALPACK, COUNTY OF SUSSEX, AND STATE OF NEW JERSEY
BE IT ORDAINED by the Township Committee of the Township of Walpack, County of Sussex, State of New Jersey as follows:
Section 1. The Township of Walpack shall pay its municipal officers and employees for services rendered on a level within the range shown below. Figures shown represent annual salary, unless otherwise indicated.

Section 2. The adoption of this Ordinance shall not operate to either increase or decrease the present salary of any officer or employee of the Township. Salaries and/or compensation currently in existence shall remain in effect until the Committee, under this ordinance, approves any additional increments. Specific salaries or wages established by the Committee may be made retroactive to January 1st of the year in which the resolution is adopted, at the discretion of the Committee.
Section 3. Nothing in this ordinance shall be construed as making mandatory the payment of annual salary increments to any officer or employees of the Township of Walpack. Salary or wage increases shall be contingent upon the availability of the funds.
Section 4. All former ordinances or parts thereof conflicting or inconsistent with the provisions of this ordinance are hereby repealed.

The committee reviewed the correspondence. Mayor Maglio stated he will attend a ceremony for Honoring Veterans at Picatinny Arsenal on February 16, 2012.
There being no further business and no one in attendance, Committeeman Heigis made a motion to adjourn seconded by Mayor Maglio. The meeting was adjourned at 8:18 p.m.
