Walpack Township Committee Meeting Minutes:

March 31, 2015



Mayor Maglio called the meeting to order at 7 p.m. stating this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.

Present: Mayor Maglio, Committeeman Heigis, and Committeewoman Wycalek

Also in attendance: Michelle LaStarza

The minutes of the February 3, 2015 meeting were presented for approval. Committeeman Heigis made a motion to approve the minutes seconded by Committeewoman Wycalek and unanimously carried.

The bills list was submitted by Chief Finance Officer Michelle LaStarza. The committee reviewed the vouchers. Committeewoman Wycalek made a motion to approve the vouchers for payment seconded by Committeeman Heigis and unanimously carried. The following were approved for payment:

The Chief Finance Officer, Michelle LaStarza, reviewed the budget with the township committee. An increase in the budget is due to school taxes. Mayor Maglio informed the committee of his findings regarding how the tax has been determined by the state. Mayor Maglio will keep the committee updated as more information becomes available.

The 2015 Budget was introduced by Michelle LaStarza. Mayor Maglio made a motion to approve the introduction of the budget seconded by Committeeman Heigis and unanimously carried. The budget will be advertised in the New Jersey Herald and a public hearing will take place at the next monthly meeting to be held April 28, 2015.

Due to budget constraints, the committee is postponing oil tank removal and install.

Mayor Maglio informed the committee of Mike Fernalld retiring from his position with the National Park Service and the township Office of Emergency Management. The committee instructed the clerk to contact Sandyston Township to determine if a shared service would be possible. Mayor Maglio stated township emergency plan is in need of updating. Mayor Maglio and Mike Fernalld have been reviewing and revising the plan.

Mayor Maglio signed the agreement with Sandyston Township Volunteer Fire Department in the amount of $2,500.

Mayor Maglio suggested everyone review the 2030 Vision Plan. It will be revisited next month.

Mayor Maglio read the following resolution into the record. Committeewoman Wycalek made a motion to approve the resolution seconded by Committeeman Heigis and unanimously carried.

 

Walpack Township

RESOLUTION OF THE WALPACK TOWNSHIP COMMITTEE ENDORSING THE SUBMISSION OF THE 2013 RECYCLING TONNAGE GRANT APPLICATION

WHEREAS, the Mandatory Source Separation and Recycling Act, P.L. 1987, c. 102, has established a recycling fund from which tonnage grants may be made to municipalities for the calendar year 2014.

WHEREAS, it is the intent and the spirit of the Mandatory Source Separation and Recycling Act to use the tonnage grants to develop new municipal recycling programs and to continue and to expand existing programs; and

WHEREAS, the New Jersey Department of Environmental Protection is promulgating recycling regulations to implement the Mandatory Source Separation and Recycling Act; and

WHEREAS, the recycling regulations impose on municipalities certain requirements as a condition for applying for tonnage grants, including but not limited to, making and keeping accurate, verifiable records of materials collected and claimed by the municipality; and

WHEREAS, a resolution authorizing this municipality to apply for such tonnage grants will memorialize the commitment of this municipality to recycling and indicate the assent of the Walpack Township Committee to the efforts undertaken by the municipality and the requirements contained in the Recycling Act and recycling regulations; and

WHEREAS, such a resolution should designate the individual authorized to ensure the application is properly completed and timely filed.

NOW, THEREFORE, BE IT RESOLVED, by the Walpack Township Committee of the Township of Walpack that the Township of Walpack hereby endorses the submission of the recycling tonnage grant application to the New Jersey Department of Environmental Protection and that the application is properly filed; and

BE IT FURTHER RESOLVED, that the monies received from the recycling tonnage grant be deposited in a dedicated recycling trust fund to be used solely for the purpose of recycling.
