Walpack Township Committee Meeting Minutes:

April 27, 2010

The meeting of the Walpack Township Committee was called to order at 8 p.m. by Mayor Fuller who stated this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.

Present were: Committeeman Maglio, Committeeman Heigis, and Mayor Fuller

Also in attendance: Michelle LaStarza, Virginia Fuller

Committeeman Maglio made a motion to approve the March 30, 2010 minutes seconded by Mayor Fuller and unanimously carried.

Committeeman Maglio made a motion to approve the vouchers for payment seconded by Mayor Fuller and unanimously carried. The following bills were approved for payment

Ruth Ann Whitsell, Secretary to the Walpack Historical Society came forward to request use of the grounds and parking area for Walpack Day May 16th. Mayor Fuller stated use of the parking lot was permitted. Ms. Whitsell explained and invited the township committee to attend the services. Ms. Whitsell stated she would like to prepare the Sussex County Fair Display and the committee agreed. The committee thanked her for attending. 

Mayor Fuller read and then made a motion to approve the Recycling Tonnage Resolution seconded by Committeeman Maglio and unanimously carried.

Walpack Township

RESOLUTION OF THE WALPACK TOWNSHIP COMMITTEE ENDORSING 
THE SUBMISSION OF THE 2009 RECYCLING TONNAGE GRANT 
APPLICATION

WHEREAS, The Mandatory Source Separation and Recycling Act, P.L. 1987, c. 102, has established a recycling fund from which tonnage grants may be made to municipalities for the calendar year 2009.

WHEREAS, It is the intent and the spirit of the Mandatory Source Separation and Recycling Act to use the tonnage grants to develop new municipal recycling programs and to continue and to expand existing programs; and

WHEREAS, The New Jersey Department of Environmental Protection is promulgating recycling regulations to implement the Mandatory Source Separation and Recycling Act; and

WHEREAS, The recycling regulations impose on municipalities certain requirements as a condition for applying for tonnage grants, including but not limited to, making and keeping accurate, verifiable records of materials collected and claimed by the municipality; and

WHEREAS, A resolution authorizing this municipality to apply for such tonnage grants will memorialize the commitment of this municipality to recycling and indicate the assent of the Walpack Township Committee to the efforts undertaken by the municipality and the requirements contained in the Recycling Act and recycling regulations; and

WHEREAS, Such a resolution should designate the individual authorized to ensure the application is properly completed and timely filed.

NOW, THEREFORE, BE IT RESOLVED, by the Walpack Township Committee of the Township of Walpack that the Township of Walpack hereby endorses the submission of the recycling tonnage grant application to the New Jersey Department of Environmental Protection and that the application is properly filed; and

BE IT FURTHER RESOLVED, that the monies received from the recycling tonnage grant be deposited in a dedicated recycling trust fund to be used solely for the purpose of recycling.

Roll Call Vote: Ayes: Maglio, Heigis, Fuller Nays: 0 Abstain: 0 Absent: 0

An ordinance to exceed the appropriation limits was introduced for second reading by Mayor Fuller. Mayor Fuller made a motion to open the meeting to the floor for comment on the ordinance seconded by Committeeman Maglio. There being no one in attendance, Committeeman Maglio made a motion to close the meeting to the floor. Mayor Fuller made a motion to adopt the ordinance second by Committeeman Maglio. A roll call vote followed: Ayes: Maglio, Heigis, Fuller Nays: 0 Abstain: 0 Absent: 0

The 2010 budget was introduced for second reading by Mayor Fuller. Mayor Fuller made a motion to open the floor to the public seconded by Committeeman Maglio. There being no comment from the floor, Committeeman Maglio made a motion to close the hearing seconded by Committeeman Heigis. The Chief Finance Officer read the statement resolution to adopt the budget. Mayor Fuller made a motion to adopt the budget seconded by Committeeman Heigis and unanimously carried. A roll call vote followed: Ayes: Heigis, Maglio, Fuller Nays: 0 Absent: 0 Abstain: 0

Chief Finance Officer Michelle LaStarza stated Sussex Bank was willing to provide better rates for the township funds. After a brief discussion, Mayor Fuller made a motion to approve Sussex Bank seconded by Committeeman Maglio and unanimously carried. 

The committee reviewed the correspondence.

There being no one left in attendance and no further business to discuss, Committeeman Maglio made a motion to adjourn the meeting seconded by Mayor Fuller. The meeting was adjourned at 8:25 p.m.
