Walpack Township Committee Meeting Minutes:

March 29, 2011

The meeting of the Walpack Township Committee was called to order at 8 p.m. by Deputy Mayor Maglio who stated this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.

Present were: Deputy Mayor Maglio and Committeeman Heigis

Also in attendance: Michelle LaStarza, Virginia Fuller

Committeeman Heigis made a motion to approve the minutes of the February 22, 2011 meeting seconded by Deputy Mayor Maglio.

Committeeman Heigis made a motion to approve the vouchers for payment seconded by Deputy Mayor Maglio. The following bills were approved for payment:

Deputy Mayor Maglio read the resignation letter from Mayor Fuller. Mayor Fuller has served on the committee for over 56 years. Mayor Fuller has been a great asset to the residents of Walpack. Deputy Mayor Maglio made a motion to accept the resignation seconded by Committeeman Heigis. The clerk will notify the County Republican/Democratic Committees of the vacancy. 

Chief Finance Officer Michelle LaStarza stated the township could not adopt the budget this month due to lack of space in the New Jersey Herald advertisement section. The budget will be advertised and the hearing will be April 26, 2011.

Deputy Mayor Maglio made a motion to approve the Firefighting Agreement with Sandyston Township Volunteer Fire Department in the amount of $2,500 a year seconded by Committeeman Heigis.

The Deputy Clerk Virginia Fuller forwarded information on the SLAP Program administered through the Sheriffs Department. The clerk will follow up with the information. The municipal building is in need of painting. The township will have to provide the paint and scaffolding for the project.

Deputy Mayor Maglio read the Recycling Tonnage Grant resolution into the record. Deputy Mayor Maglio made a motion to approve the resolution seconded by Committeeman Heigis.

Walpack Township

RESOLUTION OF THE WALPACK TOWNSHIP COMMITTEE ENDORSING 
THE SUBMISSION OF THE 2010 RECYCLING TONNAGE GRANT 
APPLICATION

 

WHEREAS, The Mandatory Source Separation and Recycling Act, P.L. 1987, c. 102, has established a recycling fund from which tonnage grants may be made to municipalities for the calendar year 2010.

WHEREAS, It is the intent and the spirit of the Mandatory Source Separation and Recycling Act to use the tonnage grants to develop new municipal recycling programs and to continue and to expand existing programs; and

WHEREAS, The New Jersey Department of Environmental Protection is promulgating recycling regulations to implement the Mandatory Source Separation and Recycling Act; and

WHEREAS, The recycling regulations impose on municipalities certain requirements as a condition for applying for tonnage grants, including but not limited to, making and keeping accurate, verifiable records of materials collected and claimed by the municipality; and

WHEREAS, A resolution authorizing this municipality to apply for such tonnage grants will memorialize the commitment of this municipality to recycling and indicate the assent of the Walpack Township Committee to the efforts undertaken by the municipality and the requirements contained in the Recycling Act and recycling regulations; and

WHEREAS, Such a resolution should designate the individual authorized to ensure the application is properly completed and timely filed.

NOW, THEREFORE, BE IT RESOLVED, by the Walpack Township Committee of the Township of Walpack that the Township of Walpack hereby endorses the submission of the recycling tonnage grant application to the New Jersey Department of Environmental Protection and that the application is properly filed; and

BE IT FURTHER RESOLVED, that the monies received from the recycling tonnage grant be deposited in a dedicated recycling trust fund to be used solely for the purpose of recycling.

Deputy Mayor Maglio read the resolution honoring Raymond J. Fuller for his years of dedication and service to Walpack. Deputy Mayor Maglio present his wife, Virginia, with the framed resolution. Deputy Mayor Maglio made a motion to approve the resolution seconded by Committeeman Heigis.

 

Walpack Township Resolution

WHEREAS, Raymond J. Fuller has been a life-long resident of Walpack Township, marrying his high school sweetheart Virginia and raising their family in Walpack; and

WHEREAS, Raymond J. Fuller has served the citizens of Walpack Township as a member of the Walpack Township Committee for over 56 years, both as a Township Committeeman and as Mayor; and

WHEREAS, Raymond J. Fuller has further demonstrated exemplary civic mindedness by serving in a variety of other positions which needed to be filled
from time to time, such as Board of Health Liaison, Recycling Coordinator, Office of Emergency Management Coordinator, and others, as the needs arose; and

WHEREAS, Raymond J. Fuller has consistently demonstrated a long-term, unselfish commitment and dedication to the service of this community, as an end in itself, and not as a means to personal advancement; and

WHEREAS, Raymond J. Fuller has been an instrumental and vital part of the life and history of Walpack Township through extremely difficult and trying times; and

WHEREAS, the Township Committee recognizes the service, commitment and dedication demonstrated by Raymond J. Fuller as being as rare, as it is highly valued;

NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Walpack that our sincere gratitude and appreciation is hereby expressed to Raymond J. Fuller for his life of service to this Township.
