February 28, 2012



T
he meeting was called to order at 8 p.m. by Mayor Maglio who stated this meeting was being held in compliance with the Open Public Meetings Act having been duly advertised.

Present were: Committeeman Heigis, Committeeman Pagano, and Mayor Maglio

Also in attendance: Michelle LaStarza

The minutes of the January 31, 2012 meeting were presented for approval. Committeeman Heigis made a motion to approve the minutes seconded by Committeeman Pagano and unanimously carried.

The committee reviewed the treasurer’s report and vouchers. Committeeman Pagano made a motion to approve the report and the vouchers presented for payment seconded by Committeeman Heigis and unanimously carried. The following bills were approved for payment:

As directed at the last township meeting, the clerk contacted Blairstown Rescue Squad. In the past, the rescue squad has never had a written contract with the municipality. Mayor Maglio will contact Blairstown Rescue and Blue Ridge Rescue Squad in hopes of achieving dual coverage for the township. Since the flood in September 2011, both squads have been covering the township. It has been very an effective tool for providing emergency services to the residents, and the committee would like to maintain the coverage if possible.

The clerk contacted three companies for oil tank removal. Having questions that could not be answered, Mayor Maglio made a motion to table until next month seconded by Committeeman Heigis and unanimously carried.

The committee reviewed the Personnel Policy. Committeeman Pagano made a motion to approve the policy seconded by Committeeman Heigis and unanimously carried. The clerk will forward the policy to all employees.

The Recycling Agreement between Walpack Township and Sussex County Municipal Utilities Authority in the amount of $250 designating Reenee Casapulla as the preparer for the mandatory annual recycling materials was signed by Mayor Maglio.

Mayor Maglio read the following resolution:

Walpack Township Resolution

SUSSEX COUNTY MUNICIPAL UTILITIES AUTHORITY BOARD OF COMMISSIONERS AUTHORIZE THE EXECUTION OF A SHARED SERVICES AGREEMENT WITH WALPACK TOWNSHIP FOR THE PROVISION OF CERTIFIED RECYCLING PROFESSIONAL SERVICES TO CERTIFY AND SUBMIT THE 2011 RECYCLING TONNAGE REPORT TO NJDEP


WHEREAS, the Sussex County Municipal Utilities Authority (hereinafter “SCMUA”), among other things, employs a District Recycling Coordinator as the designated operating agency within Sussex County as provided in the Sussex County District Solid Waste Management Plan; and

WHEREAS the Uniform Shared Services and Consolidation Act (N.J.S.A. 40A:65-1, et. seq.) (hereinafter, “the Act”) provides that local units of government may enter into a contract to provide or receive any service that either local unit participating in the Agreement is empowered to provide or receive within its own jurisdiction, including services incidental to the primary purposes of any of the participating units (N.J.S.A. 40A:65-4); and

WHEREAS, the Township of Walpack will prepare the 2011 Township of Walpack Recycling Tonnage Report; and 

WHEREAS, the Township of Walpack has requested the services of the SCMUA in the form of the District Recycling Coordinator as a Certified Recycling Professional to certify and submit the required 2011 Township of Walpack Recycling Tonnage Report to NJDEP by April 30, 2012; and

WHEREAS, SCMUA has the qualified staff to certify the Recycling Tonnage Report prepared by Walpack Township and electronically submit it to NJDEP on behalf of Walpack Township under the terms and conditions set forth in the Shared Services Agreement.

NOW THEREFORE, BE IT RESOLVED, by the Sussex County Municipal Utilities Authority, in the County of Sussex, and State of New Jersey as follows:

1.                 The Chairman and Secretary are hereby authorized and directed to execute a Shared Services Agreement, a copy of which is attached hereto, with the Township of Walpack for the provision of a Certified Recycling Professional Services to certify and submit the 2011 Recycling Tonnage Report to NJDEP.

 

2.                 This Resolution shall take effect immediately.

 

3.                 All SCMUA Staff and Professionals are authorized to take any and all necessary actions to see to the implementation of this Resolution.

Committeeman Pagano made a motion to approve the resolution seconded by Committeeman Heigis and unanimously carried.

An ordinance titled Salaries and Wages was introduced for second reading by Mayor Maglio. Mayor Maglio made a motion to open the floor to the public seconded by Committeeman Pagano. There being no comment from the floor, Committeeman Pagano made a motion to close the hearing seconded by Committeeman Heigis. Mayor Maglio made a motion to adopt the ordinance seconded by Committeeman Heigis and unanimously carried. A roll call vote followed: Ayes: Maglio, Heigis, Pagano Nays: 0 Absent: 0 Abstain: 0

The committee reviewed the correspondence. Mayor Maglio stated he attended a ceremony for Honoring Veterans at Picatinny as well as the Sussex County League of Municipalities monthly meetings. Mayor Maglio will continue to attend the meetings.

There being no further business and no one in attendance, Committeeman Pagano made a motion to adjourn seconded by Committeeman Heigis. The meeting was adjourned at 8:36 p.m.
