Walpack Township Committee Meeting Minutes:
July 28, 2015
Mayor Maglio called the meeting to order at 7 p.m. stating this meeting
is being held in compliance with the Open Public Meeting Act having been duly
advertised.
Present: Mayor Maglio, Committeeman Heigis, and Committeewoman Wycalek
Also in attendance: Michelle LaStarza
Committeewoman Wycalek made a motion to approve the June 30, 2015 minutes
seconded by Committeeman Heigis and unanimously carried.
Michelle LaStarza presented the bills for payment. Committeeman Heigis made a
motion to approve the vouchers for payment seconded by Committeewoman Wycalek
and unanimously carried. The following were approved for payment:

Michelle LaStarza presented the Corrective Action Plan for the committee to
review. Mayor Maglio made a motion to approve the plan seconded by Committeeman
Heigis and unanimously carried.
A raffle license for the Blue Ridge Rescue Squad was presented for approval. The
raffle will take place at the Walpack Inn on September 26, 2015. Committeewoman
Wycalek made a motion to approve the license seconded by Mayor Maglio.
Mayor Maglio prepared a resolution Honoring Michael Fernalld for his years of
service to Walpack Township. Mayor Maglio read the following:
TOWNSHIP OF WALPACK
RESOLUTION
HONORING MICHAEL FERNALLD
WHEREAS, Michael Fernalld has devoted his time and energies to the service
of the residents of Walpack Township for more than 20 years both indirectly, in
his capacity as a Park Ranger for the National Park Service, and directly as the
Walpack Township Emergency Management Coordinator, and
WHEREAS, Michael Fernalld has repeatedly demonstrated steadfast dependability in
his faithful execution of all his responsibilities, and
WHEREAS,
WHEREAS, Michael Fernalld has selflessly demonstrated personal concern for each
and every resident of Walpack Township, making their safety and security his
personal priority,
NOW, THEREFORE,, this governing body of Walpack Township does hereby extend its sincere appreciation and heart-felt gratitude to Michael “Mike” Fernalld, with our best wishes for an enjoyable and satisfying retirement.

Committeeman Heigis made a motion to approve the resolution seconded by
Committeewoman Wycalek and unanimously carried.
Mayor Maglio read the following:
Resolution
Resolution of the Township of Walpack, County of Sussex, State of New Jersey
Supporting the Establishment of An U.S. Department of Veterans Affairs Community
Based Outpatient Clinic in Sussex County
WHEREAS, the U.S. Department of Veterans Affairs identifies a total of 46,229
Veterans living in Sussex County and the bordering counties as of September 30,
2014; and
WHEREAS, the U.S. Department of Veterans Affairs Community Based Outpatient
Clinic is located at the East Orange Campus approximately 40 miles from the
County center; and
WHEREAS, Dr. Jean-Paul Bonnet has stated interest in providing space at 406
Route 23 North in Franklin, NJ for veterans services at an annual rent of $1.00
per year; and
WHEREAS, the Sussex County veterans community has identified the need for a U.S.
Department of Veterans Affairs Community Based Outpatient Clinic in Sussex
County.
NOW THEREFORE BE IT RESOLVED that the Township of Walpack, Governing Body
supports the establishment of an U.S. Department of Veterans Affairs Community
Based Outpatient Clinic in Sussex County; and
BE IT FURTHER RESOLVED, that copies of the Resolution be forwarded to Ken
Mizrach, Director, VA New Jersey Health Care System; 385 Tremont Avenue, East
Orange, NJ 07018; Hon. Rodney P. Frelinghuysen, United States Representative, 30
Schuyler Place, 2nd floor, Morristown, NJ 07960; Hon. Cory A. Booker, United
States Senator, One Gateway Center, Suite 2300, 11-43 Raymond Plaza West,
Newark, NJ 07102; Hon. E. Scott Garrett, United States Representative, 266

I, Betsy Cuneo, Municipal Clerk of the Township of Walpack, in the County of
Sussex, State of New Jersey do hereby certify that the foregoing is a true and
correct copy of a resolution adopted by the Governing Body of the Township of
Walpack at a regular meeting of said Governing Body held on July 28, 2015.

Township of Walpack
Resolution Authorizing Executive Session
WHEREAS, this public body is of the opinion that such circumstances presently
exist; and
NOW, THEREFORE, BET IT RESOLVED by the Township Committee of the Township of
Walpack, County of Sussex, State of New Jersey as follows:
a. Pursuant to the Open Public Meetings Act N.J.S.A. 10:4012(b) the public shall
be excluded from discussion of an action upon the hereinafter specified subject
matter(s):
(1) matters required by State or Federal Law or Rules of court to be
confidential
(2) matters when the release of information would impair the right to receive
funds from the U.S. Government
(3) matters involving individual privacy
(4) matters relating to collective bargaining agreements
(5) matters relating to the purchase lease or acquisition of real property for
the investment of public funds
(6) matters relating to public safety and property
(7) matters relating to litigation, negotiation, and the attorney/client
privilege
(8) matters relating to employment relationship
(9) matters relating to the potential imposition of a penalty
AND BE IT FURTHER RESOLVED, it is anticipated that the deliberation conducted in
closed session may be disclosed to the public upon the determination of the
Walpack Township Committee that the public interest will no longer be served by
such confidentiality and if not then legally privileged. This Resolution shall
take effect immediately.

Committeeman
Heigis made a motion to enter in executive session seconded by Mayor Maglio. The
committee entered into executive session at 7:15. Mayor Maglio made a motion to
exit executive session at 7:32 seconded by Committeewoman Wycalek.
Mayor Maglio stated a meeting will take place with the County with regards to
the OEM position.
The committee reviewed the correspondence.
There being no one in attendance and no further business to discuss,
Committeeman Maglio made a motion to adjourn seconded by Committeeman Heigis.
The meeting was adjourned at 7:42.
